Multi-Agency Joint Evacuation Exercise - Civic Center Area
"Civic Response 2011" - September 30th 2011, 10:30am

Exercise Overview

This will be a coordinated multi-organization joint evacuation drill involving the facilities management and security agencies, as well as the involved building tenants from within the San Francisco Civic Center area. This multi-agency drill will involve civilian and uniformed responders from the local and state government levels and is aimed at helping ensure public safety in the event of an actual emergency.

There will be approximately 1,500-1,800 building tenants evacuated and dozens of responders involved in this exercise. The participating agencies will activate their fire alarm plans and evacuate their tenants to pre-designated locations at Civic Center Plaza, UN Plaza, and the War Memorial area.

Participating Buildings - City Hall, Dept Public Health at 101 Grove Street, UC Hastings College of the Law, Veteran's Building at 401 Van Ness.

The Command Post will be the SF PUC Mobile Command Vehicle (MCV) which will be parked on Grove Street between Polk and Larkin across from the Bill Graham Auditorium. During the exercise a limited number of media observers will be allowed in the MCV at one time. We will have a video feed from the SF Sheriff's Airwing.

Mission: All participating buildings will execute their evacuation plans simultaneously and safely while keeping aware of the other facilities tenants.

Goal: To conduct a multi-building evacuation drill while measuring the following elements:

Response time to an evacuation (Beginning to Full re-population).

Coordination through a single Command Post & radio frequency.
How tenants of the participating buildings react to the simulated chaos of thousands more people in the general vicinity.

Transportation & Streets: No streets will be closed, no buses will be rerouted. There may be some traffic delays during the initial evacuation response and when tenants return to their buildings.

University of California - Hastings College of the Law

San Francisco Sheriff's Department
SF Public Utilities Commission

SF Fire Department

Background: In 2009, the Civic Center Work Group was born with the mission to improve and strengthen communications amongst the Civic Center area building managers and law enforcement of various jurisdictions with a presence in the Civic Center area. Along with non-emergency communications, and joint emergency preparedness, the annual "Civic Response" exercise has become the outcome of our collective efforts.

Having a combined evacuation plan for such a highly dense area like the civic center will help to streamline response efforts during a real emergency. The purpose is to coordinate a practice simulation and assess how we can improve for the future. We want to be as prepared as possible when a real emergency strikes, having all levels of government working together and communicating as effectively as possible.

Raitori Panorama

This little square is the Mäntsälä Kauppatori, or Market Square in English. Locals might know it better as Raitori after the modern building on the extreme left, Bio-Rai. Bio-Rai was built in the sixties by Väinö Raitanen and it used to house all sorts of businesses, from a gas station to a grocery store to a café, but is best known for being the town's movie theatre from the 60's to 2002, at which point the current owner raised the rent and ran the movie theatre out of business.

Raitori is actually the name of the building to the right of Bio-Rai. This commercial building was built in the early 1980s, and used to house Passari, a grocery store that closed its doors in 2005. In its place there are now two banks and real estate agencies along with several other businesses.

On the other side of the Keskuskatu street, and a little further down there is the Niittykukka building, which is a commercial and residential building from the 1920s.

Next to Niittykukka on the right there is the Mikontori building, which was built in the 1980s as K-Market Valtahalli. Several businesses have come and gone, but now the building is home to a night club, a clothing store, the post office and a travel agency.

On the street between the camera and the Mikontori building is the site of "Mutteri" ("The Nut"), the former bus station. Mutteri was demolished in 1962 to make way for a more modern and spacious downtown.

Further right, across Kapinakuja street is the Perhelä building, originally built in 1936, but after a series of additions has transformed from Functionalism into some kind of a monster. Having been a hardware store, furniture store, a series of grocery stores, it now houses a bookstore, an electronics store and the restaurant Amizza. The restaurant moved here from this building.

The next building on the right is the "new" S-Market grocery store. This photo by Russell Mahoney shows a glimpse of what was destroyed to make way for it.

On the extreme left there are Lankinen and Virtamo, of which I have told elsewhere.

Leola Hall, contractor with the Defense Logistics Agency, scans real estate documents April 16 as part of phase I of the Cadastral Modernization Program (CMP) project that Naval Facilities Engineering Command (NAVFAC) Southeast is piloting. DLA provides secure access to the files once scanned, storage and retrieval capabilities which were critical components for the project. The team created standard operating procedures to ensure each file is handled correctly and follows a process to prepare the documents for scanning and digital conversion. Expansion scheduled in 2013, under the helm of Grimshaw Architects with Ammann & Whitney as engineers.

"Built to house the New York City Pavilion at the 1939 World’s Fair, where it housed displays about municipal agencies. . . . It is now the only surviving building from the 1939/40 Fair. After the World’s Fair, the building became a recreation center for the newly created Flushing Meadows Corona Park. The north side of the building, now the Queens Museum, housed a roller rink and the south side offered an ice rink. . . . From 1946 to 1950 . . . it housed the General Assembly of the newly formed United Nations. . . . In 1972 the north side of the New York City Building was handed to the Queens Museum of Art (or as it was then known, the Queens Center for Art and Culture)."

The other half of the building was an ice-skating rink from 1939–2009.

"9,335 square foot architectural model includes every single building constructed before 1992 in all five boroughs; that is a total of 895,000 individual structures."

"The Panorama was built by a team of 100 people working for the great architectural model makers Raymond Lester Associates in the three years before the opening of the 1964 World’s Fair. In planning the model, Lester Associates referred to aerial photographs, insurance maps, and a range of other City material; the Panorama had to be accurate, indeed the initial contract demanded less than one percent margin of error between reality and the model. The Panorama was one of the most successful attractions at the ‘64 Fair with a daily average of 1,400 people taking advantage of its 9 minute simulated helicopter ride around the City."

"Until 1970 all of the changes in the City were accurately recreated in the model by Lester’s team. After 1970 very few changes were made until 1992, when again Lester Associates changed over 60,000 structures to bring it up-to-date. In the Spring of 2009 the Museum launched its Adopt-A-Building program with the installation of the Panorama’s newest addition, Citi Field, to continue for the ongoing care and maintenance of this beloved treasure."

I came across the name Hotblack Desiato when I was walking along Upper Street in Islington, and there it was on an estate agent's hoarding. I thought, "What a cheek! They've nicked the name off Douglas Adams".

Then I found this on the web;

"I came across the name Hotlblack Desiato when I was driving along Upper Street in Islington, and there it was on a house For Sale sign. It was the name of a new (real) estate agent . I thought it was the most wonderful name I'd ever seen, and wished I could come up with names as good as that.

I couldn't get the name out of my mind, and when I was trying to figure out the name for the rockstar who was spending a year dead for tax reasons, every name I thought of was not nearly as good as Hotblack Desiato. So in the end I gave up and phoned the agency and spoke - as it happened - to Geoff Hotblack. I asked him if I could use their name and he was, as you might imagine, quite surprised but said I certainly could.

And so I did. I spoke to Geoff quite often after that, in his capacity as an estate agent. And one day he told me that they had had quite a few calls from people saying hadn't they got a bit of a nerve naming their agency after a character in The Hitchhiker’s Guide to the Galaxy?

So, yes, it certainly does work both ways."
